No Stagnation Please

Stagnation in pay scale

I will definitely expect that leaders will remove the word stagnation in pay scale of officers. I feel pity for those experienced officers who have all talent and who are hard workers but could not get promotion due to many constraints beyond the control of officer. But due to constraints before management, senior officers reach last stage of their scale and they are denied annual income.

When number of vacancies is less in upper scale, management is constrained to give fewer promotions and when such senior officers are good worker, they must be entitled to get at least annual increment.

I feel pity for such senior officers because they are not getting annual increment after they reach last stage of their scale even when they are shouldering responsibility of large branches successfully. On the contrary non performing clerks as well as officers get annual increment only because they are junior.

Obviously the word stagnation is deceptive and a curse for senior officers. In olden days when officer was not found fit for promotion due to inefficiency he was to face stagnation as mild dose of punishment. This used to happen when promotion based on seniority used to take place and management used to give promotion even if there were not adequate vacancies in that scale.

In most of the central government department there is provision for time bound promotion and hence question of stagnation in particular scale does not arise. It is perhaps only in banks that even after completing twenty or thirty years of service in a particular scale promotion is not given to an employee. Now-a-days Interview is a killer injection in the almirah of management which can be injected to any good or bad performer in promotion process as pe whims and fancies of the interviewer.

In brief there is no justification for stopping increment for two three years to a senior officer in the name of stagnation. If management feels that there is no scope for promoting officers in a particular scale to upper scale in lack of adequate vacancy , they must keep the scale long enough to accommodate senior officers and ensure that they continue to get increment every year until there is report of any misconduct or inefficiency.

When leaders and bank management can give relief to retired employees, why can’t they agree for continuous annual income to those who have reached last stage of their scale?

Here I would like to add that when management finds an officer guilty of minor misconduct they penalize him by stopping his one annual increment for one year without cumulative effect. It means disallowing an officer for increment for two three years in the name of stagnation, or for the reason that he has reached the last stage of his pay scale is tantamount to penalizing him with more greater penalty for none of his fault.

If management finds an officer unfit for promotion and unfit for release of annual increment in the name of increment they are not justified in entrusting such stagnated senior officer with higher responsibility such as Branch Manager of large branch, rather they should prefer junior officer to should responsibility of bigger branch. It is undeniably ridiculous that most of senior middle management officers and most of the executives in Scale IV to scale VII are not getting annual increment even though they are sitting at top and the hold the most responsible post.

Similarly when a clerk even reaching last stage of his scale is found unfit for promotion to officer cadre it is the weakness and inefficiency of the management that they fail to train, irrigate and convert the inefficient senior clerk to efficient clerk suitably enough to be promoted as officer. It is enough to prove inefficacy of Human Resource Development Department and ineffectiveness of entire training system.

After all what else they give to experienced officers other than stagnation losses for none of their fault. I have no doubt in my conviction that it is not only management but also the union leaders who failed completely to erase the word stagnation from pay scale of bank employees.

There are numerous examples in banks that an officer promoted by the management to scale III but given the posting of branch Manager where a scale I or scale II officer is supposed to work and vice versa. It is enough to substantiate the fact that large scale whimsical promotions are taking place in banks forcing ban management to post unpromted officers to shoulder the responsibility of bigger branches and specially critical and sensitive branches. Such type of anomalies occurs happens only because unchallengeable power is given to interviewer to make or mar career of an officer in the promotion processes.

If anyone do not agree with my views expressed above I request them to please justify the continuance of stagnation in pay scale under changed scenario in the banking industry.

Abolish Interview in Internal Promotion Process

This refers to my opinion expressed in favour of withdrawal of stimulus package by Government of India. You will observe that our PM also expressed similar opinion during G20 meeting but in a gradual manner starting from next quarter. Similarly RBI governor Mr. Suba Rao expressed the need to withdraw stimulus package in piecemeal as and when adverse impact of global meltdown gets diluted.



As soon as government of India represented by Finance Minister advised banks to explore possibility of merger of banks in unison with policy of reformation to compete with global banks I had expressed my opinion against merger of banks. I opined that financial inclusion; social welfare agenda and interest of common men cannot be sacrificed at the altar of global competition. Yesterday RBI Governor Mr. Rao also expressed his views against consolidation of banks and he categorically told that the time is not ripe for consolidation of banks. SBI Chairman Mr. Bhatt also endorsed the opinion of RBI governor by saying that for a country like India, social objective is the prime target set for banks.



I had expressed my views in the recent past that further lowering of interest rate may cause adverse impact on savings momentum as also interest income of retired person and poor farmers. RBI has also apprehended that interest rate may go up in near future. RBI governor advocated introduction of Base rate in banks to replace prevailing BPLR and PLR. I expressed my opinion contrary to that of RBI and expressed that such change is unwarranted and will prove to be futile exercise and nothing but old wine in new bottle. Government also realised the same in a few days and decided not to push on this agenda and gradually the idea of base rate abandoned.



I have been advocating abolition of Interview for promoting an existing officer from one scale to another and adopt the old rule of promotion based on seniority. It is true that when officer do not perform after promotion as per normal expectation of the management, bank should start punitive action or halt his promotion for a year or two giving him an opportunity to explain and improve.



There is no doubt to me that in near future there will be strong movement against the injustice perpetuated by top executives in the name of interview and arbitrary rejection of good officers. As of now strong lobby of bad officers is active and effective in upper echelon and hence the voice of aggrieved officers is given a deaf ear and even protectors of officers called as union leaders turn a blind eye towards injustices.



Need of the hour is to awaken the sleeping officers, motivate them and give them courage to come forward and voice their grievance strongly and effectively instead of being a silent spectator of all atrocities. For this purpose I congratulate you for taking initiative and inviting the bitter experience of failed officers. I hope you will try your level best to highlight the true picture of top executives and their arbitrary rule prevailing in the baking industry. Best way in my opinion is to collect the opinion of officer community is to send them a list of questions and seek their secret answers on points of exploitation and injustices in promotions and postings. Of course it is a tedious task and seems to be impractical as of now.



I am of strong conviction that wage revision is of not much significance as the value of respectful living is of utmost importance for officers. One should always keep in mind that if money is lost, nothing is lost, if health is lost something is lost, and if character is lost everything is lost.



Officers in general are not getting respectable wage compared to their counterparts in central government and their health is facing erosion due to heavy work load and more than twelve hours working as also due to non-availability of even leave to maintain social relation. Most of the officers and Branch Managers are suffering of high blood pressure, sugar, heart desease, backach and what not due to acute tension they have in performing in bank. What will be left to loose if even their image is tarnished and they have to face humiliation when their juniors become their boss.

Right hand of CMD accused in Rs.14.28 crore fraud

This refers to news items that union bank official (General Manager who is right hand of CMD of the bank) accused in Rs.14.28 crore fraud published in newspaper.

There are many such instances in the bank. When person with the help of www is promoted, when yesmanism is the sole criteria for promotion in any industry, it is unavoidable and quite certain that branches of that bank will be manned by poor quality officers, administrative offices will be manned by corrupt officials and the consequence is (more often than not) that quality of assets of such bank is so bad that ultimately it cause loss to the bank. It is different that exposure of such bad persons take place not by inherent strength of system but due to weakness of borrowers or some public complaints which seldom occurs. But by the time such exposure takes place it is too late. Not only have this, such corrupt officers caused huge losses to human resource by rejecting good officers in promotion processes. Therefore until the root cause of malady is removed such instances will continue to spurt in future.

There are many such GMs, DGMs, and AGMs. who have got elevated to such high post by dint of not their good work but by their habit of keeping their bosses happy and by indulging in unabated flattery and extending costly gifts to their bosses. This is bitter truth of entire system. Who will cure it when birds of the same feather have flocked in the top echelon?

Such person must be hanged because they have spoilt the career of several good officers. Without flattery and extending gifts, costly gifts one cannot dream of promotion whatsoever talented he or she may be. Such instances of involvement of GM of a bank in fraud also cast aspersion on the honesty and integrity of CMD of the Bank. There are many victims of malafide intention of such top officials

Why quality deteriorates in government departments

This refers to news item that Madhu Koda men deposited Rs.640 crores in cash in a PSU bank violating the norms and guidelines set by RBI with respect to acceptance of deposit n cash and opening of new accounts. As per Anti Money Laundering Act every bank branch has to report RBI if cash transaction taking place in any day is more than Rs.10.00 lacs. It means the deposit of Rs.640 crores taken place in a bank must come to the notice of CMD of that bank and also top bosses of RBI and Ministry of Finance. But none of the responsible officer took pain to look into such a big transaction taking place in a bank’s branch. None thought it fit to look into reason behind abnormal spurt in deposit of a bank branch. All reports received in a controlling office are either filed to ignored willfully to gain false image. After all it is financial power which empowers terrorists to conduct terror attack on India and it is banking channel which helps them to transact their inward or outward remittance to feed terror camps. Money in hundreds of crores is not remitted in jute bags but through banks only.



Bank Manager can do anything to get deposit because Bank management gives value to those officers who are expert in mobilizing deposit even through ill means. There are hundreds of Managers who indulge in reckless financing in the name of achievement of target with hidden agenda of earning money for self and paying bribe to fetch deposit from government departments or various cash rich person or corporates.



One CMD spoilt Indian Bank to such a large extent that it took ten years for the bank to restore its old good image. As long as the corrupt CMD was in power none had the courage to protest his ill-motive work culture and ill motivated promotions and transfers ordered by him. As long as Madhu Koda was a Minister in the government headed by Arjun Munda CM of Jharkhand and as long as Madhu Koda himself was CM of Jharkhand from 2006 to 2008 none of IAS or IPS officer or even ministers in central government had the courage to protest and stop the corrupt practices of Mr. Koda. Even Naxalites were given the assistance of fund of Rs.1000 crore by Head of the government and none in banking industry could notice the illegal transaction, not to speak of nipping in the bud. None in Income Tax department or any Law enforcing agency could notice the illegal financial transaction taking place at the instance of Madhu Koda. Hundreds of bikes and cars were distributed by Madhu Koda men and none could doubt the motive behind such charity. This is possible under the umbrella of central government headed by the honest and clean Prime Minister Mr. Manmohan Singh. It is not out of place to mention here that it was UPA whose support could make it possible to make Madhu Koda, chief Minister of Jharkhand. It was Lalu Yadav, the scam master who wholeheartedly supported Madhu Koda, an independent MLA to take charge of the state just with the ill motive of keeping BJP out of power.



Everyone worship the person who is in power and the one who dares to utter a single word against the head of the government or head of the department he is to face the toughest posting and such anti boss person can never visualize any promotion or good posting in his career. Every bank in fact in indulged in malpractices in garnering deposits and extending credits to traders .And it is a bitter truth that every banker sitting at the top of affairs knows very well the ground reality of transactions taking place in a bank and understands the pitiable real health of a bank .But who will bell the cat when Ministers and government also promotes and irrigates such bad culture. Harshad Mehta in eighties could cheat CMDs of various banks, RBI and Ministry of Finance not because he was a very talented, educated or a financial expert but because he could understand the weakness of person sitting at the top, he knew the weakness of bankers, he know how to befool government officers through bribes either in cash or in kinds or by extending unwarranted charity to officers, serving him by a car or air ticket.



This is why banking is sitting on explosive of Non Performing assets and gaining name by mobilizing deposit, it may be from anti nationals or even from terrorists. All circulars or guidelines from RBI are nothing but sermons to be preached and kept in files. Even RBI top brasses are happy when a CMD flatter and say yes to every idea mooted by RBI officers. Ministers are happy only when a CMD implements all his policies, ideas and make finances to oral instructions given by FM or his colleagues.



This is why one after other exposure takes place, media makes clamour, committees are formed and finally matter is forgotten. Nothing happens to a person who commits mistakes willingly and nothing happens to those who indirectly support the ill-motivated actions of the corrupt person. As long as we change the culture of flattery and yesmanism, our country cannot dream of execution of any good policy. As long as criminals are getting respect and love from the society honest and talent person cannot come forward to save the country from the hands of corrupt persons.

Whimsical promotion, whimsical transfer and posting are the root cause of all types of irregularities, deficiencies, corruption, and mal-administration in the family, in the society and in the country as a whole. Whenever a new departmental head joins his duty or a new Chief Minister takes charge of the state, or a new government comes to power at the center, chain of whimsical transfers takes place causing unwarranted annoyance among talented and good workers. Whimsical promotions to flatterer juniors superseding senior good workers are very common in our country.


As long as we are unable to provide a reasoning based transfer and merit based promotion and as long as the wrong doers are not punished by courts in the country in the quickest timeframe we cannot imagine of stopping corrupt practices prevailing and spreading like cancer in the society.


When most of the ministers in the government, most of the MPs and most of the MLAs at state level are corrupt how can they inculcate good practices among IAS officers, judges, other functional heads and subordinate staffs? When person like Madhu Koda or Lalu Yadav or Mayawati become head of a state, corrupt officers will get powerful and cream posting whereas on the contrary good and honest officers working in the administration will be shunted away, deprived of promotion and placed at non-effective dormant posts. One can imagine the fate of the state in such position when the head is the most corrupt

I have experienced when the top in any office or in the government is weak and corrupt, the bottom-line is bound to be corrupt, inefficient and dishonest.

Old proverb “survival for the fittest” no more holds good. Now a day’s survival is possible only for the person who is well versed in flattery to bosses, who can earn money through ill methods and share the same with his bosses. As such it is not astonishing that corrupt persons are placed at top posts including at the post of justice and chief justice of a high court or Supreme Court.

The bitter truth is that there is no foolproof method of providing perfectly merit-based promotion or seniority based promotion in any office. None of the promotion processes can ensure justice to all, justice to the organization and discomfort to none as long as the person responsible for carrying out the promotion process is dishonest and corrupt. When protectors become destructors, damage to society cannot be stopped, the great writer Munsi Prem Chand wrote in his book.

I have been advocating abolishing Interview panel in all promotion processes in all departments and in all organizations because Interview is such a test where Interviewers can easily spoil the candidate’s career. During interview, key role is played by elements like bribe, gift, sources, godfathers, and flattery possessed by employee whose performance is assessed during interview. When Interviewer desires to promote an employee he raises easy questions and on the contrary he may raises toughest and irrelevant questions before the candidate to reject him in the promotion process. The interviewer as per his whims and fancies gives marks for interview and unfortunately there is no method to penalize such malicious interviewers or the interview team made of birds of the same feather. There is hardly any place for merit in the mind of Interview panel and this why whimsical promotions take place and a reign of injustice and that of corruption spreads like cancer and is followed by inefficiency, frustration, depression and what not.

Last but not the least; our courts cannot deliver justice in decades. This eliminates the fear from the minds of interviewer and the aggrieved employee is constrained to bear with the rejection in promotion process. Justice delayed is justice denied. And when there is no hope of justice even from court, aggrieved person in promotion process is left with no alternative other than digesting the poison of injustice. It is an open secret in our society that victim is afraid of lodging complain in police department against any type of criminal. Not to speak of promotions, management can torture an employee by using his power of transfer and posting an employee in the name of exigencies as per his sweet will.
