Planning Commission

Quality of planning is valuable only if the people who put the plan into action are capable and competent. Fund may be borrowed for development and for execution of plan but if the human being who are supposed to work on plan are not adequate in number and are not of good quality the entire exercise of formulation of plan proves futile.

As such it is better to seek suggestion on how to make the people more active, effective, loyal, honest, sincere and devoted worker. Government should try to receive online complain from common men and there should be adequate number of responsible officers who look into each online complains and take all possible steps to resolve the issue raised by the aggrieved. Government should try to make provision at block and district level, in each town and cities where common men can lodge their complaints online within seconds without and hassle. It is true that there will be some case of false complains or ill motivated complains , but responsible officers who are supposed to solve the problems of complainants , of common men can discard useless and senseless complains.

When existing system is not working properly there is no use in making plan for building new system. When existing offices are not working properly there is no use in setting up new offices. When officers posted to control pollution are corrupt and not sincere in their work it is useless to allot them additional fund or make new plans for pollution department.

Certificate from pollution control board in general is issued after getting a certain value as bribe from industrialist or any person who seek pollution free certificate as per existing legal requirement. Even pollution certificate for vehicles are issued after payment of certain amount of fees to issuing officer either directly or through some agent. Vehicles are not checked in all places and by all concerned officers but certificates are issued if the owner is ready to give certain amount of illegal money; otherwise the owner has to spend huge and waste time

Similarly if one goes to government hospital for treatment, the patient is bound to spend more and suffer more in pain and ultimately die in want of proper medical care by doctors or nurses or in want of enough infrastructure or due to improper services extended by serving employees.. Pathological tests are conducted only to extort money from patients and to please doctors who prescribe pathological test. Medicine are sold with new brand name at exorbitant price and such costly medicine are unnecessarily prescribed by doctors to patients just to raise the sale of medicine manufacturers and earn commission and gifts from medical representatives. Is there any control on price and quality of medicines sold in market though there are several drug inspectors appointed by the government? These drug inspectors are busy in selling lcense for their self interest and for earning illegal money.Who are responsible for such deterioration in health services. What is use of making new plans for health services and making fresh allotment of fund in such environment? Patients in general therefore desire treatment in private hospital and private nursing homes.

In education sector the situation is more pathetic. Though government has made education as fundamental right, there are hardly one out of twenty government schools where quality teachers are available in schools and where teachers are sincerely doing teaching jobs. Practically there is no education in government schools and perhaps this is why talented Educations Minister has made it legally mandatory to pass all students, with or without examination upto secondary level.

Thousands of crores of rupees are spent by government on primary and secondary education, on Sarv Sikcha Abhiyan , on conducting various examinations and on setting up various monitoring agencies to ensure quality education made available to children of common men. But there is no guarantee that even hardly ten percent of amount spent by the government through these flagship schemes really reaches in the hands of students. This is the reason that children of even villagers or that poor and middle class family first desires that their children are admitted in private schools.

Colleges established by private sectors for higher education such as medical, engineering and management degrees are charging exorbitant and unreasonable fees from students and even after that they are not able to ensure quality teaching in such colleges because they keep poor quality of infra structure and poorly paid untalented teachers. Is there any plan to control fees of such colleges and to ensure quality education? Here it is worthwhile to mention here that all such unscrupulous colleges declare invariably all students as pass. For this purpose they make the all question papers out adequately before examination or allow unfair means during examination. It is undeniably true that question papers related to most of the valuable examination s, competitive test, entrance test, employment test are leaked in the market and sold in the market at certain value.

Is there any control on conduct of examination, on quality of teaching and on quality of infrastructure?
Not at all.
The moment some bribe is paid to school inspectors or district administrators or central invigilators or to monitoring agencies, all mandatory clearances are made available to school authorities. Even fake certificates or fake degrees are sold by unscrupulous person .Recruitment in offices such as banks, PSUs, government departments, schools and colleges run by government are managed by agents of recruiters and there is set fees for all such recruitments. If one has to clear interview board he or she to pay some amount to members of Interview board.

Situation in real estate sector or Industry sector or in other services is more pathetic. Position is more pathetic in judiciary where lacs and crores of cases are pending for disposal. There is no control on price rise only due to the fact that there is no control of government on profit. Thousands of Crores of rupees are spent on road and bridge construction but these roads and bridges do not last for even reasonable period. Bills of contractors are passed not based on merit of work done but on the basis of bribe they give to various officers working in the department. FIR cannot be lodged even in police station without payment of bribe to police officers. Even if FIR is accepted, police department will take no action until they are paid some illegal money.

People in power are simply looting common men, rather raping common men in the name of social welfare and in the name of financial exclusion. In the name of development and in the name of making plans and execution of plans politicians and government employees in general are exploiting common men who are practically helpless. There s practically none to listen his problem and his grievances.

In such position it is futile to make good plans or seek suggestions from public in formulation of attractive plans.

Planning Best but execution Worst

Government of India has expressed desire to seek suggestions and views from public to bring about reformation in planning and they have uploaded a discussion icon on t website of Planning Commission.

What is the use of seeking suggestions from public?

Any reformation is incomplete as long as human values are ignored and disrespected. Corruption can never be controlled by corrupt officers. Justice cannot be expected in time from corrupt judges. Corrupt ministers can never ensure good governance. Corrupt Chartered Accountants cannot stop malafide transactions and fraud in financial statements. Corrupt lawyers cannot ensure timely justice with the victim. Corrupt ministers and corrupt departmental heads cannot allow good officers to remain in and around his work place.

Economic reformation launched in1991 has helped in multiplying and aggravating the proportion of corruption in public life. Businessmen are given absolute freedom to earn profit as much as they like and this is the main reason behind relentless price rise and this is why price rise has gone beyond control of the administration and the government.

Labour reforms or judicial reforms are disliked by all politicians who believe in earning illegal money.

It is therefore not an exaggeration to say that none of the offices responsible for looking after welfare of working class is doing their job properly. It is bitter but undeniable truth.

Bribe based recruitment,whimsical transfer with malafide intention, bribe based promotion, forgery in examination, sale of examination question papers of all important examinations , bribe based setting with interviewers to pass the test, use of lobby to get good posting and before time promotion and so on , all these have become common and usual style of functioning and characteristics of all public organizations. Good employees are sidelined and corrupt employees are getting preferences in all government offices, Banks and PSUs.

Flattery and dishonesty has become the key to success in all fields.

In such position there is no use in framing policy or formulating attractive plans or asking for suggestions from the public to bring about reformation.

Until top ranked officers, ministers, public representatives, politicians and government staff in general become honest and patriot Indians cannot dream of getting justice in any field.

To add fuel to fire, Indian judiciary is corrupt, inactive and inefficient .It takes decades in getting judgments from courts in India. There is lack of adequate quality manpower in courts and hence lacs and cores of cases are allowed to remain pending for years together. Justice delayed is justice denied. Aggrieved person do not like to seek remedy from police department or judiciary. Everywhere bribe money plays the prominent role. In such position courts are used to perpetrate crime and carry out rule of injustice.

Even offices of Prime Minister and President of India do not listen to public grievances, not to speak of other offices meant to make effort for redressal of public grievances though there are several such departments. All such departments are working as forwarding agents or as manufacturerers of money. They simple forward the letter or complain to concerned office and sleep. None is at all bothered to serve the people though there are called public servants

What is the need of Interview or discretion in recruitment or promotion when most of the officers are corrupt?

What is the value of annual or periodical appraisal of employees or carrying out test for promotion when conducting officials are themselves corrupt .Who cares for merit?

None indeed.

All top officers keep flatterers and corrupt officials around them to earn more and more bribe and accumulate wealth as much as possible.

Central Government is allowing time bound promotion and seniority based promotion to staff. Why Public Sector Banks are allowing whimsical promotion, arbitrary transfer and fresh recruitment in higher cadres bypassing existing staff of experience of ten to thirty years in banking.

Are banks top executive earning money in recruitment, posting and promotion like other government departments?

Who is accountable for bribe based recruitment and bribe based promotions taking place in banking industry?

Why public petitions pertaining to corruption, injustice in wage revision and posting of corrupt ED and CMD in banks submitted to Prime Minister and Finance Ministers are ignored?

Why bank executives who have earned illegal money and accumulated wealth by lending to bad borrowers or writing off their dues are getting one after other promotion and cream posting.

Are all these possible due to strong lobby of corrupt officials?

Why government is unable to control growing NPA in banks and punish those bank officers whose ill motivated lending and ill motivated management of human resources resulted in increase in NPA.

This is the story of practically all departments under the control of the government. Everywhere criminals and defaulters are respected and given recognition.

After all why is PM silent on all vital issues related to erosion in human values?

Prime Minister wrote letters to Telecom Minister but did not act to ensure that his advice is followed in true spirit. Nation lost lacs of crores of rupees.

Is mere writing of letter or forwarding of letter to concerned officer or office enough to bring about reformation?

PM allowed Kalmadi to spend 70000/ crores of rupees and could not stop malpractice despite the fact that media highlighted various irregularities.PM allowed deal with Devos on S band and later annulled the same in fear of public anger.

PM has allowed public sector banks to increase NPA or conceal NPA or sell NPA in the name of banking reformation and causing loss after loss to bank in lacs of crores of rupees.

To add fuel to fire PM allows debt waiver of forces banks to opt for compromise and sacrifice bank’s assets.

What is happening in this country after all?

Who will save this country from corrupt people?

Can such PM be allowed to cause one after other losses only due to constraints of coalition government? Is it coalition religion to survive in power?

I would like to advice our honorable PM not to malign at least the word religion. Because none of the religions in universe will allow theft of money, or disrespect to human being or compromise with human values. Manmohan Singh should say that corruption is an art used by politicians to acquire or to remain in power.

If Prime Minister of the country can allow corrupt practices, how can he dream of good governance in other offices of central or state government?

Manmohan Singh a failed Prime Minister

Prime Minister Mr. Manmohan Singh says
Corruption is the greatest
impediment in good governance, in development, in equi -distribution of
GDP growth, in delivery of justice and it also tarnishes the image of
the country in the world.
He is PM for last more than six years. But he could not do anything to stop corrupt practices. He is helpless.

Home Minster Mr. Chimdambaram has admitted at Devos
economic summit that hardly 50 percent of fund allotted for
development is spent on actual work.

Mr. Rajiv Gandhi during his tenure as PM had admitted 20 to 25 years ago that hardly 10 to 15 percent of development fund reaches in the hands of real beneficiary. Similarly fund spent on development of infrastructure is lost among various middle men.

More clearly contractors have to
pay bribe to various officers and ministers to the tune of 50 per cent
of value of work order they are allotted, even if it is done through
legal process of tender.

Not only this even for good posting and timely or before time promotion one officer has to give bribe to competent authority. Even to get rid of transfer to remote and critical posting one has to offer costly gifts to transferring authority. Why not will he flatter to his boss? What is the need of doing honest duty for which an employee is paid if all normal and abnormal benefits accrues to him by dint of only flattery and by offering some costly gifts or by paying prevalent rate of bribe? It is better to earn and let others earn bribe, This is the slogan of the day when economic reformation , economic freedom is given to all in addition to fundamental freedom given by Indian Constitution.

As such Government is helpless in controlling Mafia contractors ,corrupt officers, ,investigating officers, CBI officers because all are appointed on the basis of quality of flattery they extend to Ministers and their immediate bosses and honestly share the bribe they earn with Ministers, babus and government servants. A gang of flatterers run the government. A gang of flatterers surround each top ranked officer in each office. Culture developed in the government department is open secret which is “earn and let others earn”.

Never be dishonest in offering share of bribe you earn with the bosses and be sure that none can harm you, you will grow in power, you will grow in wealth and you will in social status and social recognition.

Honest and devoted workers are rejected in promotion processes. Dishonesty is the best policy at least when Congress Party is in power at center or in a state. Leaders of Congress Party ware well versed in blackmailing opposition parties on the issue of historical case of so called communalism or secularism or keeping voters pleased by useless toys of promising caste based reservation to various segments of society.

PM has admitted rampant corruption not once, twice or thrice but many
times during six years tenure of PM.I am unable to understand who has power and who is empowered by voters to cure cancer of corruption.

In our country when PM has got no
time and no capacity to ensure that legitimate instruction given by him
to telecommunications minister is obeyed by Mr Raja in true spirit. He allows the fraud to perpetuate even though instruction given is not followed. He does not think it wise to ensure compliance of his orders. This s why all offices in our country only issues guidelines but never take efforts to ensure its execution in the field and never try to punish those who violate the laid down norms. Laws are made only for the sake of laws. Rules are made not to be followed but to please the opposing persons. Leaders preach the sermons to public but do not think it necessary to follow the same. One after other committees are set up to investigate the allegation of corruption against government officers and ministers simply to close the chapter once for all or to shut the mouth of revolting people or to silence the political parties who put hindrances in their path which leads to acquiring maximum personal wealth.

When
PM can allow willfully Mr. Raja to cause loss to the country to the
tune of one lace crore of rupees, he cannot dream of good governance.
His action demonstrate that it is wise to remain silent spectator of
all corrupt practices and enjoy the fruits of power and encash his
clean image .

None of complaints lodged in the office of PM or that of FM or President of India or for that matter to any office owned by the government by lacs of aggrieved persons in the country is properly attended to ensure its logical
conclusion. When office of PM or CM or that of President of India is
inactive and when they fail to demonstrate their value system they often
espouse and preach before public they cannot expect and should not expect
junior officers to work honestly and sincerely.

Finance Minster Mr. Pranab Mukherjee and his fellow colleague Minister for Agriculture
Mr.Sharad Pawar have also almost surrendered before
relentless price rise. They have completely failed to control price
rise and inflation. They say that government has got no magic wand which can stop price rise. They have openly admitted that price rise has gone out of their control because they cannot punish officers working in various government departments, they cannot force their fellow politicians to follow discipline , they cannot punish black marketers and hoarderer business men because it their financial contribution which makes the political party able to fight election.To be more clear election funding is possible only when black money is allowed to grow .It is therefore entirely foolish to dream that government will ever take real and effective steps to stop black money creation in the country. Government cannot stop growth of black money within the country, how can they get success in bringing back black money parked in foreign banks. When CMD and ED and all top bankers are corrupt they easily allow black money movement. All black money move from one bank to other bank through Indian banks only.
Black money is always remitted to foreign centers with the knowledge and with the support of corrupt bankers, corrupt ED officials, corrupt IT officials , corrupt custom officials and all other corrupt officials who are supposed to stop movement of black money or creation of black money. After all it is the money of corrupt politicians and money of corrupt officers which will be unearthed if they take corrective step and to cure the cancer of corruption.

They have willfully made the judiciary weak and ineffective and they never bother to bring out judicial reformation or police reformation as promised by politicians from time to time. .They cannot reverse the policy of liberalization and globalization launched by honourable clean Mr. Manmohan Singh in 1991 because these policies of reformation have given them enormous opportunity to accumulate wealth .And it is the unregulated freedom given to business community that they earn unreasonable profit and earn hundreds and thousands of crores of rupees and eventually they agree to give considerable amount to politicians of ruling party None can stop this vicious circle and none can cure this cancer of corruption. Whimsical transfers, arbitrary posting and arbitrary promotion are the root cause of all social malady and economic disparity growing year after year. To add fuel to fire is the weak judicial and police system in the country.

As such we can imagine of real reformation in the country and we can provide real relief to poor common men only when we are able to make police active, effective, quick, honest and real social workers, real security providers and real fighters against injustice. Freedom granted by Late Mahatma Gandhi is lost, completely lost and it confined only a few hands of politicians, government officials and a few business men. We have to bring about desired reformation in police and judicial system as early as possible. Otherwise number of extremists will grow, network of Maoist and terrorists will grow and ultimately Anarchy will replace democracy, so called secularism and ancient socialism.
Indian politicians have been harping on poverty alleviation for last 40 years. Since the days of bank’s nationalization they have changed the slogan of Social welfare to financial inclusion but the there is no actual improvement visible in the pitiable position of 90% of Indian population. Only God can save common men of India until our judicial system and police system is honest and perfect, active and effective and until they are provided adequate manpower and adequate infrastructure to fight against perpetrators of injustice.
